THE NORTH CAROLINA FLYOVER – The North Carolina Department of Health and Human Services has launched a two‑year pilot program across 22 youth psychiatric residential facilities to implement Ukeru, a trauma‑informed crisis intervention system that eliminates physical restraint and seclusion.
This shift emphasizes comfort over control and is part of an $835 million investment in statewide mental health transformation.
According to NCDHHS, the word “Ukeru” is Japanese for “to receive.” A distinguishing component of the program is its use of soft, cushioned blocking pads that keep clients and staff safe during treatment.
The curriculum includes foundational information about brain development, trauma, communication, conflict resolution, de-escalation strategies, and protective physical skills.
